Description

The Disaster Recovery as a Service (DRaaS) program provides customers assistance with the development of disaster recovery (DR) plans and private, cloud-based, multi-tenant disaster recovery services to protect customer application data and infrastructure. Offsite Colocation services and Backup as a Service are also available.  


Disaster Recovery Planning Services – OTIS works with customers to craft individual disaster recovery plans for mission-critical business systems and infrastructure. This service includes development of detailed recovery plans as well as creating a comprehensive and customized DR strategies and protocols to ensure your organization can quickly recover from disruptions. This service is offered to customers independent of the disaster recovery strategy or their engagement with other DRaaS offerings and the location of their data and systems. 


Disaster Recovery as a Service – This service provides a fully featured and managed disaster recovery solution leveraging an OTIS vendor partner’s offsite data center. This service provides rapid recovery times, allowing the customer’s business to quickly resume operations after a disaster with minimal impact on the customer’s mission. This service provides data and application replication to the vendor partner’s offsite data center to be made accessible and available in the event of a disaster.


Colocation services –This service offers a secure, geographically dispersed data center facility to house customer’s critical IT infrastructure. This service allows customers to provide and manage their own DR systems and equipment at the OTIS vendor’s data center. This service ensures that customer data and applications are safe from local disasters, providing robust physical security, redundant power, and network connectivity through the OTIS vendor partner’s offsite data center to maintain a high level of availability and performance in the event of a disaster.


Backup as a Service – A legacy disaster recovery strategy where customer data is backed up, daily incremental backups and weekly full backups, to systems located at the disaster recovery data center. This service ensures that customer data is safe and maintained in the event of a localized disaster; however, this data may not be accessible during a disaster depending on the customers disaster recovery plans. Customers have the option of providing their own equipment at the offsite DR facility or they may use storage that the disaster recovery service provider offers.

OTIS has contracted with qualified vendors to provide efficient, cost-effective disaster recovery services. OTIS manages the state’s Disaster Recovery Program and the associated qualified vendor contracts for the services. OTIS must approve all services acquired via this contract.
 

Key Features and Benefits
  • These facilities meet state customer data security and privacy compliance regiments, including Internal Revenue Service Publication 1075, HIPAA, CJIS, South Carolina ITEC 7230 and 7320(a) PCI-DSS, NIST Special Publication 800 series security framework, and the State’s own SCDIS-200 framework. As the State is audited against many of these security standards, the disaster recovery site service provider shall participate in and support these audits.

Service Scope

The DRaaS program provides disaster recovery planning, data protection and recovery services.
Planning services include creating detailed recovery plans for applications and infrastructure, which are documented in a cloud-based repository accessible in the event of a disaster. These plans are initially vetted via a rigorous testing process that includes the following:
•    Tabletop testing for each application, for the infrastructure, and for the entire customer disaster recovery plan.
•    Functional testing via the DRaaS cloud-based facilities for each application, the infrastructure and the entire customer.
The service provides private, cloud-based, multi-tenant disaster recovery services and facilities to protect customer application data and infrastructure.
Additionally, Backup as a Service capability provide for customer incremental backups (e.g., daily, weekly), with data and/or file restores to a customer server when requested.
Customers will be considered a single tenant in both the private cloud/IaaS facility and the colocation facility. Each individual customer and department will be logically and/or physically separated from each other. Physically, it is anticipated that some customers will have applications in both the private cloud environment and the colocation facility. Therefore, direct interconnectivity exists between the private cloud environment and the colocation facility.
This service includes the following:

Disaster Recovery Plans
  • Facilitate the development of customer applications and infrastructure disaster recovery plans.
  • Provide customers with disaster recovery infrastructure, data collection templates and documentation.
  • Review customer documentation for completeness and provide recommendations for any required updates, edits or requirements.
  • Facilitate customer infrastructure documentation into the disaster recovery implementation plan.
  • Provide guidance to the customer in the infrastructure quality control process, including review of customer quality control scoresheets and documentation.
  • Conduct customer tabletop exercises for each application, for the customer infrastructure and for the customer overall.
  • Facilitate customer functional testing exercises for each application, the customer infrastructure and the customer overall.
Disaster Recovery Services (Managed Services) 
  • Secure, private cage for state agencies.
  • Compliant with state and federally mandated security and privacy requirements.
  • Continuous replication and managed recovery for Windows and Linux servers.
  • Application-consistent recovery points for advanced business applications like Exchange, SQL Server and SAP.
  • Data replication and recovery for physical servers, virtual servers and storage.
  • Utilization of Zerto as the tool for DRaaS; fully automates the entire failover and failback process, including creating all VMs, reconfiguring IP addresses and executing custom scripts.
  • Feature data replication and recovery for physical servers, virtual servers, storage, workspace recovery and global load balancing.
  • Storage services are available for primary storage services and management of client-specific hardware. Managed storage services provide reliable hardware configurations to meet specific customer requirements. The contractor assumes responsibility for array installation and array break/fix on the customer’s behalf.
  • Storage Area Network (SAN) services provide high availability, SAN storage, switches, cabling, software and monitoring services to customer-owned or dedicated servers using redundant fiber channel connections via dual HBA cards; may require the purchase of fiber channel host-based adapters (HBAs).
  • Network Attached Storage (NAS), cabling and monitoring services to customer-owned or dedicated servers using redundant gigabit or 10 Gbps Ethernet connections.
Backup as a Service

Backup as a Service capability provide for customer incremental backups (e.g., daily, weekly), with data and/or file restores to a customer server when requested. Customers are considered a single tenant in the disaster recovery site.  Each individual customer and department will be logically and/or physically separated from each another. Physically, some customers have applications in both the private cloud environment and in the colocation facility. Therefore, direct interconnectivity exists between the private cloud environment and the colocation facility.  The service does not include Business Continuity planning. The customer is solely responsible for this critical activity.

Customers with applications rated as moderate or low may elect to use Backup as a Service (BaaS) which provides customer data backup devices with replication targets hosted at disaster recovery site. Backup as a Service (BaaS) is more quickly and easily implemented at TierPoint when a customer has their data backup target hosted locally.

  • Managed Backup Services – The standard backup service is for data recovery only, not general archiving.
  • System-Level Recovery – This option is available for hardware failures and includes both the server rebuild and data recovery using their standard system images. The customer will be responsible for application recovery efforts.
  • Customer-Requested Data Restore 0 – Full data restores, including five hours of service provider labor per month for requests, changes, and restores that are included in the service. The disaster recovery service provider will restore the backed-up data to a location on the primary site server requiring the restoration, provided the specified location is on a server with an existing backup client. The customer will be responsible for restoring data to its associated application(s).
  • Customer-Requested File Restore – File restores include five hours of labor per month for requests, changes and restores included in the service. The data restoration will consist of the contractor restoring the file to a location on the server requiring file restoration or another location on the customer's network. The customer will be responsible for restoring the file to its associated application(s).
     
Colocation
  • A significant number of legacy applications are not virtualized, nor do they have the capacity to become virtualized. A traditional colocation disaster recovery solution is available for those applications.
  • Physical servers/devices will reside in an off-site colocation environment.
  • Agencies are responsible for all server, storage and backup hardware and software in the colocation facility.
  • Facility services include, but are not limited to, all facility space, electrical, mechanical, fire protection and security systems and support for hosting IT data center equipment.
Professional Services 
  • Professional disaster recovery technical labor services are available from the disaster recovery service provider at an hourly rate.
Exclusions
  • The service does not include Business Continuity planning. The customer is solely responsible for this critical activity.
